This is a question on the unit price. The better buy is the lower unit price. But that only works if you have 8 people to share the dogs with.

2 dogs cost 0.81

1 dog is 0.81/2 = 0.405 which you should write as 0.41

9 dogs are 3.61

1 dog is 3.61/9 = 0.401 what you (again) should be 0.41

Ever so marginally, you should pick the 2 dogs if there are only 2 people and 9 dogs if you are buying for a baseball team.
