This is only true for positive exponents greater than 1. Anyways, an exponent means multiplying something by itself. When you have a fraction, you are finding a fraction of a fraction so .25^2 is a quarter of a quarter which is .0625. Where 2^2 is 2 doubled which is 4. It just be that way sometimes ♂️
