Why do you think the nazis gave ration cards out to Jews in the ghetto?

Presumably they would know how much food it would take to keep these people alive. Then when they dissolved a portion of those in the ghetto, they could estimate how much of a "saving" in supplies they would be making.

It was ghoulishly efficient.
