Since property owners pay property taxes, they feel it is the responsibility of the City council to repair and manage private roads, City council, on the other hand, believe that they cannot use public dollars to complete a private road project. So it has been a problem over the years. Most homeowners would rather not care for roads on their property because they pay taxes.

However, this is different from properties on Federal and state roads, the reason is that the Federal and state government are solely responsible for the repairs on their roads, interstate highways are federal property so they get paid for with federal money (often from gasoline taxes), while State highways are state property and gets paid for with state money, although states and locals can often apply for federal funds to help them.
