6x - 7y = -8

-7y = -8 - 6x

Multiply everything by -1

7y = 6x + 8

y = (6x + 8)/7

y = 6x/7 + 8/7

If it's perpendicular we can say that the slope is the opposite inverse.

opposite inverse of 6/7 = -7/6

So,

(y - yo) = -7/6.(x - xo)

Now subs the point

(y - 1) = -7/6.(x - (-1))

y - 1 = -7/6.(x + 1)

y - 1 = -7x/6 - 7/6

y = -7x/6 - 7/6 + 1

y = -7x/6 + 1/6
