In 1979, the Soviet Union intervened in Afghanistan in support of the Afghan communist government. The Soviets took control over the capital, Kabul, and tried through the following decade to gain control over the whole country and its people. The opposers of the Soviet Union, known as mujahideen, were backed and supported by the United States.

Operation Cyclone was the code name for the CIA program to arm and finance the mujahideen. The USA condemned the occupation immediately, fearing the spread of communism. The first six-year assistant package amounted to $3,2 billion, equally distributed between economic assistance and military sales. The U.S. also sold 40 F 16 aircraft to Pakistan that also participated in the war. The second six-year assistance program amounted to $ 4,2 billion.

The mujahideen benefited from the extended military support from the USA and other state,s which contributed to the final Soviet withdrawal from Afghanistan.
