In history before the Declaration of Independence, there was almost no country that had a government that was instituted and represented what the people wanted. At best, it was a royalty that had wide-spread support and approval of the people, or a part of the government made up of elected officials. The Declaration of Independence made it so that the public have the right to choose who they want to be their leader, and that no one person can rule like a dictator.
