Answer:

Hello:

the equation is : y = ax+b

the slope is a : a×(-1/4) = -1......( perpendicular to a line with a slope of -1/4)

a = 4 y=4x+b

the line that passes through (-3, 5) : 5 = 4(-3)+b

b = 17

the equation is : y = 4x+ 17
