(x+3)/5 +2x=0

Multiply both sides by 5 to get rid of the fraction

5*( x+3)/5 +5*2x=0*5

x+3 + 10x =0

Combine like terms

11x +3 = 0

Subtract 3 from both sides

11x+3-3 =0-3

11x = -3

Divide by 11

11x/11 = -3/11

x = -3/11
