Why do people not always make the best economic choices? EXPLAIN your answer!

It depends on how impulsive or easily persuaded that person is. If they're easily persuaded or are frequently making impulse purchases they're economic choices are probably not that great. For a more typical person, they will probably only make poor economic choices based on an outside force. Let it be an advertisement or a friend convinced them to make the purchases.
