Explanation:

A parallel line has the same slope as the other line.

y=mx+b, m is the slope

Thus in y=3x+1, m =3

y = 3x + b

plug in points (1, 4) to determine b

4 = 3(1) + b

4 = 3 + b

subtract 3 on both sides

4 - 3 = b

b = 1

y = 3x + 1
