I believe the answer is the first one, it created a cooperative trade zone.
Here are why the other ones are incorrect:
2. NATO was the organization that created a strong military alliance in Europe following WWII
3. The EU isn’t made up of oil cartels, and that would not be good for Europe if it was true.
4. I believe the EU has important regulations, but doesn’t limit imports to European nations from non-EU countries, since that would not be beneficial for the country(s) importing products.
