Well by looking at the equation you can see it's linear so you can just calculate the values at x=-8 and x=8 to find the range. So substitute those values into the equation to get

when x = -8

-(-8) - 3

8 - 3 = 5 (this value isn't included since the -8 isn't included in the domain (the < has no underline))

when x = 8

-(8) - 3

-8 - 3 = -11 (this value is included since the 8 is included in the domain (the < has an underline))

range: -11 <= y < 5
