The main difference between a vascular and a non-vascular plant is that a vascular plant has vessels that can carry food and water to all the other parts of the plant. the arrangements of the cell in a non-vascular plant is also a lot simpler.

I would classify the plant as vascular because vascular plants tend to be really tall and large in comparison to non-vascular plants.
