"Decomposable solid wastes" are also known as "biodegradable wastes." This type of waste comes from living things like animals and plants. They can be broken down or decomposed by living things as well like bacteria or fungi and other factors like oxygen and temperature. They don't normally add to the pollution on Earth. Examples of these are the manure (animal feces) and the human waste/feces. Once these wastes are decomposed into simpler organic/inorganic forms, they return to the soil. This is part of the nutrient cycle which nourishes the life of the living things on Earth.
