1. What were the two challenges facing the 13 states as they created their new state governments?

Answer 1

They had several issues involving debt and taxes. The revolutionary war sent the United States into debt. In order to pay that debt off the government would have to tax the states. But under the articles of confederation they lacked the ability to do that.

Their government was for the people. Instead of the government trying to be strong the made it for the people. They later had a lot of issues bc their government was too weak
