Okay, so, I apologize if this is an idiot answer, but if you take your 168 hikers and divide them by each room which can hold 15 hikers, you'll get 11.2. NOW MAYBE THE .2 OF THE HIKERS CAN SLEEP ON THE FLOOR I DON'T KNOW SORRY IF THIS IS A TERRIBLE ANSWER.
