Your teacher messed up the question so just put the top right answer and ask your teacher if they did accidently miss-type.

Explanation:

The first thing to do in this equation is look at the exponents. When multiplying a variable (or any number equal to itself with the same exponent) you only have to add the exponent. So for a, you would add the exponents to get 0, so a to the power of 0 is 1, because any number to the power of 0 is 1. For b, we would add the 3 and 1. (When no exponenet is present in a number then it is 1, so for this I added 3 and 1). So it would be 4. The correct answer is
