Who first applied the term muckraker to journalism?

Any Progressive Era journalist who investigated and highlighted social and economic inequalities was referred to as a muckraker. The term was coined by Theodore Roosevelt in his April 14, 1906, address in Washington, D.C., titled "The Man With the Muck-Rake."
