These bugs are not drawn up to scale what does that mean

That means if you measure the bugs from the chart/paper/assignment, the real bugs aren't that size.

It means that they do not have the proper proportions that they normally would in real life. The drawing might be larger or smaller than the bugs but even then it might have the proper proportions, it is only when it has incorrect proportion sizes, that is is considered "not to scale"
