convert to y = mx + b

2x + 5y = 10

5y = -2x + 10

y = -2/5x + 2

flip the slope to 5/2

y = 5/2x + 2

plug in (2, -3)

-3 = 5 + b

-8 = b

y = 5/2x - 8
