I believe C is the answer.

Explanation: If it helps, plug both the x and y values in each inequality. For the first, 0 is greater than -5, so A is not the answer. For the second, 0 is less than 3, so B is not the answer. For the last, there is no equal sign, so D is not the answer. (In order to make the inequality true, it has to be a greater than or equal to sign.) Now, for the third, 0 IS greater than -4, making that inequality true.
