y - y_1 = m(x - x_1) and also in slope-intercept form,
y = mx + b.

Using a point, (-2, 8) and the slope (m), 0, substitute x1 = -2, y1 = 8 and m = 0 in
y - y_1 = m(x - x_1).

Thus:


y - 8 = 0(x - (-2))


y - 8 = 0

Rewrite in slope-intercept form


y - 8 + 8 = 0 + 8 (addition property of equality)


y = 8
