I need help on number 2 of the question on 5.1 Washingtons presidency on the 7th-grade social studies textbook! Please help me!

Hamilton proposed that the cost of the American Revolution should be payed in full by the Federal Treasury by taxing the rich. This was a problem as Virginia was already payed off but Hamilton wanted to tax them as well.
