y = 1/4 x + 4

Explanation:

1. Because the new equation is parallel to y= 1/4x - 4 => the slope is still the same => New equation : y = 1/4x + b ( b is a number that we'll find now)

2. Put x = 4 and y = 5 in the new equation

=> 5 = (1/4)(4) + b

=> b = 4

3. So then we'll have the new equation that is parallel to y = 1/4x-4
