There are 4 sixes in a standard deck of cards without the jokers. There are 52 cards in that deck

4/52 = 0.077

This is greater than 0.05 so it is not unusual.

Let's add the 2 jokers and see what happens.

4/54 = 0.074

That's still not going to get the situation defined as unusual.
