Because gravity isn’t able to help and push the water faster

River has strong currents when flowing down from its mountain source. By the time it reaches the plains it slows down due to absence of good gradients & increase in width; and it is placid when it approaches the sea. There could even be reverse flow with high tide when there could be silting that neutralizes any slope.
