Parallel = same slope
Turn 3x + 4y = 12 into y = mx + b
3x - 12 = -4y
-4y = 3x - 12
Divide by -4
Y = -3/4x + 3
Now: y = -3/4x + b
Plug in the point (-2,-2)
-2 = -3/4(-2) + b
-2 = 1.5 + b
b = -3.5
Equation: y = -3/4x -3.5
