Though in theory committee chairs are elected, more often than not the position goes to the most senior member of that committee. Explain how the process might be reformed.

An election is a procedure of selected or choosing an individual to hold a particular post by the people. The people vote for their desired candidate and in that case it is fair and just for everyone without any prejudice.

The person getting the highest number of votes by the people is elected and is the elected person is considered to be the most favorable person among he group of people.

Though the committee chairperson is selected in theory by the people but it is seen that more often the senior most person in the group is selected for the chair.

So in order to reform the process, election can be held for a fair selection process instead of choosing the oldest member.
