The suffragettes of New Zeland were the ones who fought and urged for this basic right for years. Another social change in New Zealand occurred in 1898. when Richard Seddon introduced the welfare system with the settling of state pensions. In 1930. New Zeland also became first in introducing a state housing program that offered workers low-rent housing that fulfilled basic needs.
