What is the purpose of quotation marks around the word "normal" in the second paragraph?

It emphasizes that there are few differences between the mentally ill and others.
It reinforces the writer's belief that even normal people can commit crimes.
It has a sarcastic meaning, intended to emphasize how the mentally ill were treated.
It shows that the author makes a strong point about normal and mentally ill people.

Quotation marks are usually used for emphasis when applied in a sentence. Son’t necessarily trust me, but imagine someone quoting the word “normal” and the emotion they portray while doing it. I’m pretty sure it’s either the first answer or the third answer, but that should be a good starting point.
