0.75 * 10^5 is not in scientific notation since the base 0.75 is smaller than 1.

The general format for scientific notation is b*10^n where b is the base and n is the exponent

If the base b is positive, then it must fit the criteria that
1 \le b < 10. So b = 1 is the smallest it can get

Here's how to convert it to scientific notation

0.75 * 10^5

(7.5 * 10^(-1)) * 10^5

7.5 * (10^(-1)*10^5)

7.5 * 10^(-1+5)

7.5 * 10^4

The number is now in scientific notation since b = 7.5 fits the interval
1 \le b < 10
