Ratio of perimeter: 4:1

Explanation:

So basically, there is difference between the ratio of areas and the scale factor.

The area of a shape is equal to the scale factor squared.

We know that the ratio of the 2 areas is 16:1

So, the scale factor must be:
\sqrt[2]{16}: \sqrt[2]{1},

Which is basically 4:1

Because the ratio of the scale factor is also equal to the ratio of the perimeter, the ratio of perimeters is also 4:1
