A history teacher gives a 19-question true-false exam. In how many ways can the test be answered if the possible answers are T or F or possibly to leave the answer blank?

There are 19 true or false questions. Therefore there are 19 options for true, 19 options for false, and 19 options to leave each question blank. So 19 + 19 + 19 = 57. There are 57 possibilities to answer (or leave blank) the questions.

38 because there are 2 choices true or false so if there are 19 questions each question would have 2 choices and if selected both same with all the other ones if there are 19 questions each and 2 choices for each question then multiply it by 19*2 and you get 38. Simple!
