This is my best guess sorry if wrong. But, it looks like the oxygen is sp3 b/c it has 4 domains around it (two pairs of lone pairs and two bonds with carbons). The carbon has 4 bonds (one bond with a carbon, one bond with oxygen, and two bonds with hydrogen that are not shown in the stick diagram), thus has 4 domains which is sp3.
