For an assingment I’m doing, I’m writing a letter about lowering the age requirment of voting to 16. I’m sending this letter to Mike Pence, would that make sense (as in, is he the right person I should write the letter to)? If not, who would?

It depends on how broad you want this legislation to be. I would try some representatives that represent your area in the House. If that doesn’t work, then go to the VP if necessary
