Final answer:

Yes, the Downtown Eastside is considered dangerous compared to other parts of the city and the statewide average. There are references describing its high crime rates, both historically and in modern times.

Step-by-step explanation:

The Downtown Eastside is known to be a dangerous area, experiencing crime rates that are significantly higher than the statewide average and the safest neighborhoods in other parts of the city. This can be seen in multiple references, such as newspaper articles describing a historically poor neighborhood in London's East End, where criminal activity was prevalent. Similar patterns can also be observed in the United States, where crime rates vary greatly across different regions and cities, with some areas being safer than others.

Answer:

Not all parts, but best not to walk alone at night

Step-by-step explanation:

NOTE: I'm assuming you mean the neighborhood in Vancouver, British Columbia. If not then I'm terribly sorry.

Not every part of Downtown Eastside is dangerous, but there are definitely some sketchy neighborhoods, should you decide to travel off the beaten path. Some areas are known for the high level of drugs, and most dealers aren't shy and might offer you a sample of their product. Walking along these streets can give one an obvious view of the drug use in this area, in addition to the amount of homelessness. Better to not walk alone at night, and stay to well-lit alleys. In addition, parking your car in Downtown East side for a prolonged period of time is not a particularly good idea, especially if you have valuables in the car, due to high risk of theft.

However, the city of Vancouver itself is known for its natural beauty, shopping malls, entertainment, and food from many cultures, and is a popular tourist destination.
