Anything times 0 is 0. In addition, 0 doesn't need to be written.

7y = 4

I'm not sure if your teacher wants y to be separated from a coefficient that isn't 1. If so, y = (4/7).

This would be a horizontal line because y will always equal 4/7 on the graph, which would make a horizontal line parallel to the x axis at the value 4/7 along the y axis.
