she says that we have enough animals in the house we only have a dog

Show her how responsible you are. Clean the house every day make the house spotless, look at pictures of cats everyday and look sad. If you have a Mexican mom that won’t work but if you are kind and always do what she says that instinct she will consider it. Always have a clean room and bathroom.

show her how responsible you are, get good grades also responsibility, tell her and actually mean it when u say ur going to take care of the cat, and since you have a dog take care of it and try to clean the dog's messes and feed it and take it out, and she might crack
