0.61 as a fraction would be
(61)/(100)

Explanation:

0.61 is a decimal, obviously.

It has points going from left to right, tenths, hundredths, thousandths, etc.

0.61. 6 is in the tenths spot. There's 1, which is the last number in a way which is in the hundredths spot.

This means that the final spot of a decimal determines what's in the denominator. As in
(61)/(100).

I'm bad at explain but the final decimal spot on the right will determine the number that's on the bottom of the fraction. If the fraction can be simplified such as
(50)/(100) derived from 0.50 could be simplified to 1/2 (the top and bottom both being divided by 50).
