let equation be y = mx + b.

2x + 4y = 6

1/2x + y = 3/2

y = -1/2x + 3/2

since perpendicular, their gradients produced equals neg 1.

so,

m = -1/(-1/2) = 2

sub (6, 4):

4 = 2(6) + b

b = -8

therefore, eqn is y = 2x - 8
