In politics, meritocracy means that power should be given to talented individuals who deserve it. Meritocracy is different from royal politics in which power is given at birth. Confucius was a great supporter of meritocracy. A new system began during the Han Dynasty that was based on meritocracy. Although Confucius had died centuries before the Han Dynasty formed in 206 BCE, his ideas provided the foundation.

Answer:

The question refers to Legalism

Step-by-step explanation:

Legalism is a branch of Chinese philosophy from the time of the Warring States (around 480 BC to 221 BC).

Legalism says that human nature is bad and cannot be improved decisively even through education, but only through the threat of severe punishment, with no distinction of personal or social status. Thus a centralized, meritocratic official state emerged under the Qin and Han dynasties, which would continue to exist until 1912 as an important aspect of Chinese politics.
