2. Yes, there have been cases where juveniles commit a severe crime, and they're not judged the same way as adults.

Explanation: In recent researches, there has been data that claims that juveniles should not be punished as adults, since they have more vulnerability to external influences and an absence of maturity. However, some courts decide to sentence them equally because they consider it to be unfair not to incarcelate them just because they are underage. There have been occasions where a young criminal comes out as innocent even when they did a serious transgression.
