2^3 * 7 + 7^2

Explanation:

1) divide 28 by 2 = 14

2) divide 14 by 2 = 7

3) this means that 2 * 2 * 7 = 28

4) you can then take those 2 twos and multiply them with the first 2 and make 2^3

5) the square root of 49 is 7 so that is just 7^2

6) plug in all these new values for the originals and you get the answer above
