The prefix cardio refers to

Cardi is a root word and Cardi/o is a combing form. They are NOT prefixes. Anyhow Cardi means heart always.
Such as in the word Cardiovascular

Cardi/o-heart
Vascular-bloo vessels
Ar-Pertaining to

Add it up and you get
Pertaining to the blood vessels of the heart.
