Even if Planet X has water, life and basically better in every way, it is gonna take a long time for humans to reach there. studying it, discovering it, settling and start living there's gonna take time. So maybe yes, but in tens if not hundreds of years. Also, when humans start living there wars between two planets could and would be very possible.
