If the line is gonna be perpendicular then the slope going to be the inverse opposite. therefore the slope of our new line will be 1/4

Now to find the y intercept follow these steps:

y=mx+b

y=1/4x+b

3=1/4(4)+b

3=1+b

b=2

Now that we have the y intercept (b) and the slope (m) we can make our equation.

y=1/4x+2
