Answer:

The high-latitude zone in North America includes the majority of Canada (except for the Ontario Peninsula where Toronto is located), and a few parts of the United States, represented by the northern parts of Michigan, Wisconsin, Minnesota, North Dakota, and Montana.

This high-latitude zone is characterized by a very harsh climate, with very cold winters, and warm summers. The land is not as fertile as down-south, and to and a large part of the area is not arable, because it is composed of permafrost.

This created a very sparse pattern of settlement. In other words, the high-latitude zone of North America have a very small population because of the harsh climate an enviroment.
