Answer: The answer is A and kinda B

Explanation: Why is because they contently had wars and most were poor because of it because they lost there family members that made the money for the family. The Rome territory suffered from price increase and because of that they stopped looking for new land and the Roman's gold decreased. Because of that they Romans had increased everything to get more money to supply for there family.
