Answer:

y = 2x + 1

Explanation:

Let the equation of the line be y = mx + c

since it is parallel to y = 2x + 8, their slope/gradient is the same (aka m = 2)

sub (1, 3):

3 = 2(1) + c

c = 1

therefore, the equation is y = 2x + 1
